AGREEMENT
BETWEEN THE GOVERNMENT OF THE REPUBLIC OF LEBANON AND THE GOVERNMENT OF THE REPUBLIC OF ARMENIA ON THE ABOLITION OF VISA REQUIREMENTS FOR VISIT TO THEIR RESPECTIVE TERRITORIES WITH DIPLOMATIC, SPECIAL AND SERVICE PASSPORTS

 

The Government of the Republic of Lebanon and the Government of the Republic of Armenia, hereinafter referred to as the «Parties»,

Guided by the common desire to further develop the friendly relations between the two countries,

According to the principles of the respect of the sovereignty, equality, common interest, reciprocity and non intervention in internal affairs of the Parties,

Wishing to simplify the procedures of travel for holders of diplomatic, special or service passports between the Republic of Lebanon and the Republic of Armenia,

Have agreed as follows:

 

ARTICLE 1

 

1. Nationals of the State of either Party holding valid diplomatic, special or service passports shall be exempted from visa requirements to enter, leave and transit through the territory of the other Party.

2. The persons referred to in paragraph 1 of this Article may stay in the national territory of the other Party without a visa for a period not exceeding during one year one hundred eighty (180) days from their date of entry. Extensions of the period of stay may be granted by the competent authorities of the other Party upon a written request from the diplomatic mission or consular post of the sending Party.

 

ARTICLE 2

 

1. Nationals of the State of either Party who are assigned to that PartyԺs diplomatic mission or consular post in the territory of the State of the other Party, and who hold valid diplomatic or service passports, shall be exempted from visa requirements for the period of their service stay.

2. The exemption from visa requirements shall also apply to the spouse, parents and children accompanying the persons referred to in paragraph 1 of this Article, provided that they hold valid diplomatic or service passports of the sending Party.

 

ARTICLE 3

 

The persons to whom this Agreement applies shall respect the laws and regulations of the host State and observe the legislations in force governing the procedures for the entry, leave, stay and transit of foreign nationals, without prejudice to the privileges and immunities granted under the Vienna Convention on Diplomatic Relations and the Vienna Convention on Consular Relations.

 

ARTICLE 4

 

1. Each Party reserves the right to refuse entry into or terminate the stay in its territory of any holder of a diplomatic, special or service passport whom it may consider undesirable. Such refusal shall be notified in writing without delay to the other Party through diplomatic channels.

2. Each Party reserves the right to introduce temporary restrictions or suspend the effect of this Agreement, in whole or in part, for reasons of public order, security or health. The imposition of such restrictions or suspensions, or the lifting thereof, shall be notified in writing without delay to the other Party through diplomatic channels.

 

ARTICLE 5

 

1. The Parties shall exchange, through diplomatic channels, specimens of their valid diplomatic, special or service passports before the entry into force of this Agreement.

2. The Parties shall inform each other through diplomatic channels of any changes as regards their diplomatic, special or service passports no later than thirty (30) days before the entry into effect of the changes.

 

ARTICLE 6

 

Any disagreement or dispute arising from the interpretation or implementation of this Agreement shall be settled through negotiations and consultations between the Parties.

 

ARTICLE 7

 

With the initiative of any of the Parties and by mutual agreement, changes and amendments can be made to the present Agreement, which shall be formulated by separate protocols and shall enter into force in accordance with the procedures provided by the present Agreement, and shall make its inseparable parts.

 

ARTICLE 8

 

1. The Parties shall notify each other in writing through diplomatic channels of the completion of their respective internal procedure required for the entry into force of this Agreement. The Agreement shall enter into force on the date of receipt of the last notification and shall remain in force for an indefinite period of time.

2. Either Party may terminate this Agreement by written notification through diplomatic channels. The termination shall become effective ninety (90) days after the date of the receipt of such notification by the other Party.

 

Done in Beirut, on November 26, 2012, in two original copies, each in Armenian, Arabic and English languages, all texts being equally authentic. In cases of divergence in the interpretation, the English text shall prevail.

 

The Agreement has entered into force on 21 May 2013.
